UNION COUNTY EMERGENCY COORDINATOR

Job summary under the direction of the Emergency Management Commission:

The Emergency Management Coordinator shall establish and maintain a comprehensive plan for emergency and disaster response, recovery, mitigation and preparedness for Union County pursuant to the provisions of Chapter 29C Code of Iowa. Adhere to other requirements that may arise or exist from the State office of the Homeland Security & Emergency Management Division.

Serve as Secretary to the Union County Emergency Management Agency Commission. Provide minutes and public notices as required by Iowa Code.

Prepare, monitor and maintain the Emergency Management Budget according to Iowa Code.

Prepare and update as required a written county-wide multi-hazard plan. Assemble the plan in form, submit for certification, publish and distribute the plan.

Design and cause to be executed specific exercises to test the County’s Multi-Hazard Emergency Operations Plan pursuant to established Federal and State guidelines and policies.

Identifies areas for mitigation, works with the governance to write a mitigation plan.

Researches and applies for various grant funds, develop goals and manages the financial aspects.

Assists emergency response agencies and government officials to achieve their goals, including, but not limited to, communication, education, training and mutual aid assistance.

Prepare required Federal/State/County reports relating to program activities, goals and objectives.

Respond to emergencies or disasters that affect life, property and/or environment and may coordinate the utilization of available manpower, equipment, facilities and related resources according to prescribed plans, operations and directions from government officials or the on-scene Incident Commander.

Obtain necessary training to perform duties as assigned.

Other duties as assigned by the Union County Emergency Management Commission.

Job summary under the direction of the E911 Board:

The Union County E911 Coordinator shall establish and maintain a system to accurately execute the requirements of Chapter 34A Code of Iowa, E911 Bureau of the Iowa Emergency Management Division, South Central Iowa Regional E911 Service Board and Union County Ordinance Number 55.

Prepare and keep accurate files and records of all addresses, notices and affiliated correspondence concerning address assignments.

Coordinate with the Union County Engineer to assign new addresses and to solve discrepancies.

Prepare and requisition signage and supplies for street names and addresses in the unincorporated areas of Union County.

Fabricate, install and maintain rural address signs.

Monitor, update and maintain a master E911 map illustrating address on all public and private streets.

Monitor the operation and capabilities of the Union County Law Enforcement Center (LEC) Public Answering Point (PSAP).

Serve as the designated E911representative to the South Central Iowa Regional E911 Service Board.

Cooperate with the State E911 Bureau in establishing and upgrading the wireless 911 systems (Phase I & II).

Coordinate and research requests relating to individual telephone exchange addressing, discrepancies and corrections.

Create and maintain a postal district map for coordination with postmasters in their individual postal districts.

Coordinate with incorporated areas of the county to assist in developing and updating the Master Street Address Guide (MSAG).

Provide education and an avenue for effective communications for/with emergency response agencies on various issues pertaining to the E911 system.

Obtain necessary training to perform the duties as assigned.

Other duties as assigned by the local E911 Board.
